Switch off a declared action

DELETE
/v1/agents/{id}/action-activations

Switches off one declaration. Needs a workspace admin's session; a key gets 403 forbidden. The record stays, marked revoked, as history. 404 activation_not_found when it was not on.

Requires an API key with the agent_actions:write scope.

A secret API key from the dashboard (Developers → API keys): vl_live_…, or vl_test_… for test mode. Each operation says which scope the key needs.
