## What happened

The text was refused by the SMS rules.

## Why

The SMS trust rules refused this text. `details.reason` says which: `number_inbound_only`, `destination_not_allowed`, `do_not_contact`, `no_consent` or `quiet_hours` (403, not retryable as is), or `rate_limited` / `bulk_not_enabled` (429, retryable later: the workspace reached its texting allowance; replies are not counted).

## How to fix it

For a 403, change what is sent (another number, a destination the workspace may text, consent on file, the recipient's allowed hours). For a 429, retry after the delay, or ask for bulk sending to be enabled.
