What happened
The text was refused by the SMS rules.
Why
The SMS trust rules refused this text. details.reason says which: number_inbound_only, destination_not_allowed, do_not_contact, no_consent or quiet_hours (403, not retryable as is), or rate_limited / bulk_not_enabled (429, retryable later: the workspace reached its texting allowance; replies are not counted).
How to fix it
For a 403, change what is sent (another number, a destination the workspace may text, consent on file, the recipient's allowed hours). For a 429, retry after the delay, or ask for bulk sending to be enabled.
